The garbage and recycling toter program instituted by the City of Perrysburg created a storage problem for many residents. Not all homes in VBF have enough space in the garage for two 96 gallon trash and recycling toters provided by the City of Perrysburg. The need for additional regulations regarding the storage, maintenance and disposal of rubbish, debris, leaves and garbage is required and was anticipated within the Restrictions for each plat.Â
Additional regulations regarding the storage, maintenance and disposal of rubbish, debris, leaves and garbage as anticipated by Article One, Section 17 of Restrictions:
1. Garbage, rubbish, debris, and leaves includes grass clippings and other yard waste.
2. Toters include city provided refuse and recycling containers as well as Member owned yard waste containers of identical design.
3. Containers include, but are not limited to, paper yard waste bags, garbage cans, and garbage bags.
4. Homeowners may keep toters outside under the following conditions:
a. Toters may be located next to the garage, dwelling, or other approved location.
b. Toter storage is not permitted in the front of the primary dwelling.
c. Toter storage area must be kept clean and free of weeds, rubbish or debris.
5. Homeowners may choose to store their toters outside and/or shield them from view to improve the appearance of their property. Homeowners who choose to store toters outside may shield toters from view with an approved structure using the following guidelines:
a. Toters may be stored outside in a structure located next to the garage, dwelling, or other approved location.
b. Structure cannot be in the front of the dwelling.
c. Structure must be kept in good repair.
d. Toters and structure to be kept clean to minimize offensive odors.
e. Toter storage structure requirements include:
i. Structure cover and doors must be secured to prevent access by wildlife.
ii. Structure size not greater than what is required to hold three 96 gallon toters.
iii. When stored in an outdoor structure, toters may not be visible from the street.
iv. Structure may be made of wood, engineered wood, composite wood, brick, or a combination of the aforementioned materials. Appearance of the structure must be similar in color, style, and materials to that of the dwelling. Vinyl siding may be permitted over a wooden structure.
f. Toter structure design and location must be submitted for approval prior to construction or installation.
g. Retail available toter and container storage structures may be allowed but must be approved prior to installation.
h. Structure lid/doors must remain closed and secured when not in use. Container lids must remain closed when inside the structure.
i. Yard waste bags, garbage, and debris or any other type of items that do not fit within the structure must be stored in the garage until the evening before scheduled collection.
j. Toters, yard waste bags, rubbish, debris and garbage should be placed at the curb after 4pm the day before scheduled collection. Containers should be returned to their storage location by 8pm the day of collection.
6. In accordance with City information, leaves for collection must be moved to the right-of-way, the area near the curb/edge of the street, but NOT in the street and no further than six feet from the curb. Any leaves that are not collected by the City must be removed and disposed within two weeks of final leaf collection by the City. Storm drains must remain clear of leaves.
7. Grass clippings may not be blown into the street or left on sidewalks, driveways, or the street. Storm drains must remain clear of grass clippings.
8. Homeowners are responsible for following leaf and grass clipping regulations even when service is performed by a contractor.
